Shepherding is not the end; the completion of shepherding is making the sheep a flock.

In God's economy, the flock (One Flock) is the actual manifestation of the Body of Christ in the local world; and the emergence effect in nature provides a good analogy: when many individuals are connected with each other and follow the same laws of life, a higher level of holistic life naturally manifests.
